Past assessment dues & the collection process

The Melrose HOA currently runs on a financial budget from ALL 398 properties within the Subdivision; As of 2025 Annual dues per property in Melrose & Inverness at Melrose are $200.00.  Annual accounts receivable are $79,600.


In theory using the aforementioned annual budget ensures all invoices & capital projects are completed & satisfied accordingly and on time.


If you opt not to pay your ASESSMENT DUES or VIOLATION FINES, The Melrose Board of Directors will actively pursue financial remedy.


Not paying annual dues on time (per Resolution 2025-6) will result in an additional $50 fine per Resolution 2009-1.  Not paying violation fines on time (per Resolution 2025-2) will result in financial escalation every 20-days.  In addition, PMI Scioto Metro charges a $10 monthly fee (administration) in addition to any Non-Sufficient Funds (NSF) they have to reimburse to the Association (per contract Section 3 - FEES, Sub-Section 3.4-Fining, Collections & NSF Fees).


Per Resolution 2025-6, any past assessment dues that exceed 90 days are subject to a "Collection Policy" process.  Shall The Melrose BOD approve a property for collections there is an "up front" fee the Melrose HOA pays in addition to a $100 one-time collection administration fee from PMI Scioto Metro (per contract Section 3 - FEES, Sub-Section 3.4-Fining, Collections & NSF Fees).


Per Resolution 2025-6, any past assessment dues that exceed 120 days will have a 'Lien' placed on the property & recorded with the Fairfield County Recorder's Office.


The final step The Melrose HOA may take to collect outstanding assessments\violation fees would be to submit a request for "pre-foreclosure" on a property.  This involves attorney fees that the HOA pays for & is re-imbursed by the property (if chosen to avoid foreclosure).
